The Kitto Law Firm can assist Tribes to develop
a Transportation Improvement Plan (TIP) as well as the State Transportation
Improvement Plan (STIP). We have worked with the BIA to contract
for construction and repair. In 2000, we were successful at assisting
a Tribe receive partial funding for road construction through a
Congressional earmark of the U.S. Department of Transportation appropriations
bill. We are very familiar with the earmarking process as well as
applying for discretionary funds. We have also assisted a Tribe
in creating a Tribal Department of Transportation to perform a 638
Roads Construction contract. We have experience with Indian Reservation
Roads (IRR) and Transportation Enhancement Act for the 21st Century
(TEA 21).
